  4. The website must include some minimal contents. However, except for the messages about its purpose, you don't need to create the contents by yourself. E.g. You could add various web widgets or other similar constructs that pull in data from other sources or use copyright-free materials. It is up to to you to decide how many pages you need. E.g. for a content-oriented website one single Goggle sites page or one single blog entry is not enough.
