Dear Fred, Thank you for sharing the file with me. I am really sorry but I do not see at all where and how Open Education fits into what you have shared. If you aim to develop OE through your project, please look at Salem's work and Ibrahim & Abed's work and my comments to their current version (Salem is more advanced).
