There may a difference, as mentioned in the Instructional design article: Instructional Technology / Instructional Design etc. has a more "industrial" or engineering flavor than Educational Technology / Pedagogical Design. In addition, the concept of "education" has a wider range than "instruction", as educational theory has a wider range than pedagogical theory.
