I figured it out. Roger Bybee is the developer of the 5e learning cycle.
the MG Taylor corporation patented the 5e's of Activity (which I don't think I will cover here)

I am trying to find the origin of this model

I figured it out. Roger Bybee is the developer of the 5e learning cycle.
