There may a difference, as mentioned in the Instructional design article: Instructional Technology / Instructional Design etc. has a more "industrial" or engineering flavor than Educational Technology / Pedagogical Design. In addition, education has a wider range than instruction, as education theory has a wider ranger than pedagogical theory.
