Definition

A Uniform Resource Identifier (URI) is a compact sequence of characters that identifies an abstract or physical resource. (RFC 3986).

Like most other fundamental Internet specifications, resources identifiers are publishes as RFCs.

In practical terms, URIs are either URLs or URNs (read these articles for now).
